The TOTF is a forum for stakeholders to provide input to the Planning Authorities (PRs) conducting the Phase II analysis.  Each stakeholder sector is allowed 1-2 representatives on the TOTF (except for the States, which are allowed 3-6 representatives).  A number of the PAs themselves are also members of the TOTF.  Fore more details on the purpose of the TOTF, you can view EIPC's brief Scope Document for the TOTF.
